- riparare i danni economici e sociali causati della crisi pandemica;
- affrontare i perduranti divari territoriali, le disparità di genere, la debole crescita della produttività e il basso investimento in capitale umano e fisico;
- dare impulso a una compiuta transizione ecologica
Il piano ha inoltre alla base 3 principi che guidano gli interventi, detti anche priorità trasversali:
- Giovani: garantire l'accesso ai servizi di assistenza all'infanzia, migliorare il sistema scolastico e invertire il declino di natalità del Paese;
- Parità di genere: garantire le stesse opportunità economiche e sociali a uomini e donne in un'ottica di gender mainstreaming;
- Missione 1 - Digitalizzazione, innovazione, competitività, cultura e turismo
- Missione 2 - Rivoluzione verde e transizione ecologica
- Missione 3 - Infrastrutture per una mobilità sostenibile
- Missione 4 - Istruzione e ricerca
- Missione 5 - Inclusione e coesione
- Missione 6 - Salute

ON FOODS - RESEARCH AND INNOVATION NETWORK ON FOOD AND NUTRITION SUSTAINABILITY, SAFETY AND SECURITY - WORKING ON FOODS | SUSTAINABLE NUTRITION MODELS
TARGET:
The concept of sustainability has only recently entered everyday use. Sustainability refers to patterns of production and consumption that respect natural resources and their usual rhythms, focusing on long-term resilience and avoiding depletion of resources and environmental degradation.
The 2030 Agenda for Sustainable Development, adopted by all United Nations Member States in 2015, describes 17 Sustainable Development Goals (SDGs), ranging from ending poverty to improving health and education, reducing inequality, spurring economic growth, tackling climate change, and working to preserve our oceans and forests. The number of SDGs potentially targeted in the framework of this call and through the action of this project and the selected consortium is considerably high, covering those aimed at ending poverty and hunger, achieving food security and improved nutrition (SDGs 1 and 2), ensuring healthy lives and promoting well-being for all at all ages also through education (SDGs 3 and 4), but also those reducing inequalities and promoting sustained, inclusive, and sustainable economic growth (SDGs 8 and 10) and, finally, making cities and human settlements inclusive, safe, resilient also through the promotion of sustainable consumption and production patterns and through the development of resilient infrastructure and inclusive and sustainable industrialization (SDGs 11 and 12).
Based on what stated by the High-Level Panel of Experts on Food Security and Nutrition (HLPE), the framework of food systems encompasses food production, food supply chains, food environments, dietary habits, and food choices made by consumers, also including the related nutritional, environmental, and socio-economic outcomes. Food supply chains, often called food production and distribution networks, are increasingly complex and include all the stages and actors playing a role from food production to processing, distribution, retail marketing, consumption, and waste disposal. If food and agriculture are responsible for over a quarter (26%) of global greenhouse gas emissions (GHGs), the share of GHG emitted by the global food system, that includes post-retail activities, such as consumer cooking and waste, is estimated to be even higher (34% of total GHGs). Even if the primary production stage is clearly the main contributor, the subsequent activities along the supply chain account for 18% of the food related GHGs (processing, 4%; transport, 5%; packaging, 6%; and retail, 4%). Finally, food waste emissions are huge, with around one-quarter of emissions (3.3 billion tonnes of CO2eq) from food production which becomes wastage either from supply chain (15% of food related GHGs) or consumers losses.
Food is also linked to human health at many levels. Based on the latest WHO report, contaminated food causes 600 million cases of foodborne diseases and 420.000 deaths every year, with globally 33 million years of healthy lives lost from eating unsafe food within the same timeframe, and this number is possibly an underestimation. For this reason, food safety and food risk management represent extremely relevant tasks in the context of the food system revision and implementation. Moreover, it is a fact that noncommunicable diseases (NCDs) kill 41 million people each year, equivalent to 71% of all deaths globally, and that an affordable healthy diet is of primary importance to reduce this burden and the consequent costs for the health system. More recently, then, the evidence that interindividual differences in the way humans respond to food intake are modulating the effects of food on human health is mounting. The growing understanding of what physiological aspects are better descriptors of these differences is unavoidably requiring a more personalised approach to human nutrition, where individuals, beside the general population, are taken into consideration. This knowledge can significantly impact not only on the definition of more effective intervention strategies, but also on the design of new and/or improved food products and diets, able to target individual nutritional needs affecting individual metabolic and physiological responses.
Moreover, the recent dramatic and unexpected events, Covid 19 pandemics and the Russia-Ukraine war, have highlighted the clear need for better research and innovation plans to promote resilience and sustainable productivity in the framework of the food system. This could be achieved through a) implementing actions to reduce long-term vulnerabilities, b) ensuring food security covering all population needs; c) strengthening the resilience of food companies by implementing their flexibility and management capacity in terms of alternative strategies to maintain and/or increase quality and productivity. This implies a virtuous approach that can rely on adequate contingency plans and count on interdisciplinary expertise and capacity to cope with and contrast future unexpected critical scenarios. This initiative embodies this vision and represents the holistic and multidisciplinary strategy to contribute to this much-needed increase in food system resilience.
Finally, when addressing the goal for an increased food and diet sustainability, able to positively impact on human and planetary health, it is paramount to take into consideration the recognized interconnection among human, animal health, and the environment, as much as the fundamental reciprocal contribution that most, if not all, of these factors might have on climate change, food safety, and food security.

The research program has two main goals: increasing the technological know-how necessary to design and deliver RNA-based and gene therapy medicinal products and identifying promising candidate drugs/genes in five major areas of human diseases (genetic diseases, cancer, metabolic/cardiovascular diseases, neurodegenerative disorders and inflammatory/infectious diseases).
The past few decades have seen a dramatic shift in the view of how human disorders can be treated. Molecularly personalized treatments, developed through a global rethinking of pharmacology, have become an ambitious goal for greatly increasing the efficacy of cures. The need for highly specific new drugs stems from the astounding advancements in the understanding of the molecular and cellular events responsible for human diseases.
Indeed, large molecular diversity is not the exclusive hallmark of rare, inherited disorders but underlies the pathogenesis of the most common human diseases. The case of cancer is exemplary: it has become clear that neoplastic diseases with a similar clinical and phenotypical appearance, may differ from each other for the set of oncogenes and tumor suppressor genes involved through different pathogenic mutations, and innovative approaches targeting specifically the altered protein, or even the genetic mutations, show high efficacy.
Thus, the development of drugs specific for a wide range of targets has become not only the principle of treatment of rare disorders, often neglected in the priorities of pharmaceutical companies, but also the basis of a global new approach to cure, appropriately defined “precision medicine”. For this task, it is necessary to explore therapeutic strategies that go beyond the laborious identification of small chemical molecules fitting critical regulatory domains of enzymes, transporters and channels. Rather, a change in paradigm is needed, with the development of a class of drugs that share common synthetic and delivery platforms and can act, in principle, on any class of proteins with unprecedented accuracy.
Clearly, the extraordinary power and flexibility of nucleic acids have made these molecules the ideal tools for this task, with a virtually limitless breadth of applications. The impact of RNA- based vaccines in the containment of the COVID-19 pandemic has provided direct, impressive evidence of how RNA-based drugs for specific targets can be rapidly and effectively developed.

NATIONAL CENTRE FOR HPC, BIG DATA AND QUANTUM COMPUTING - HIGH PERFORMANCE SIMULATIONS, COMPUTATION AND DATA ANALYSIS
CODICE PROGETTO: CN00000013
TARGET:
In the next few years, an unprecedented amount of data will be produced by scientific, industrial, and institutional actors, so we will have to face the challenge of extracting social and economic value from this data explosion. In this context, supercomputing, numerical simulation, Artificial Intelligence, highperformance data analytics and Big Data management will be essential and strategic for understanding and responding to grand societal challenges and in stimulating a people-centered process of sustainable growth and human development, allowing academia, industry and institutions to develop services and discoveries. Since many years US, China and Japan are making great strides in these frontiers; Europe started slightly later and in the last years has defined a clear strategy. Among the main pillars are: EuroHPC Joint Undertaking1, the European Open Science Cloud (EOSC)2, the European Processor Initiative (EPI)3 and the Quantum Flagship4, according to the European Data Strategy and the European Approach to AI. EU Member States have made significant investments in European Petascale and pre-exascale infrastructures. EuroHPC has put exascale supercomputers on the roadmap, as well as Quantum Computing. Within this framework Italy is investing in HPC co- funding with EuroHPC Leonardo, a pre-exascale world-class Tier-0 system, which will offer highly competitive HPC services to Italian and European public and private researchers. To follow up on these actions and to design the Italian National strategy for HPC and Big Data it will be necessary:
build a world-class supercomputing cloud infrastructure to store, manage and analyse all the data produced:
- set up centres of excellence with high level teams of experts to develop domain applications
- set up strong links between the scientific community and the industrial system
- train young scientists as well as managers to become experts in these fields
- implement organic and structural measures for innovation and for increasing the Technology Readiness Level (TRL)
- build capacity by sharing expertise within the broader scientific community and strengthening the areas where Italy is lagging behind
The CN aims to create the national digital infrastructure for research and innovation, starting from the existing HPC, HTC and Big Data infrastructures evolving towards a cloud datalake model accessible by the scientific and industrial communities through flexible and uniform cloud web interfaces, relying on a high-level support team, form a globally attractive ecosystem based on strategic public-private partnerships to fully exploit top level digital infrastructure for scientific and technical computing and promote the development of new computing technologies.
In this scenario, the CN provides a pivotal opportunity for the national scientific, industrial and socio- economic system to address current and upcoming scientific and societal challenges, strengthening and expanding existing competences and infrastructural resources. The CN will be structured according to the hub and spokemodel: the hub is responsible for the validation and management of the research program, whose activities are elaborated and implemented by the spokes and their affiliate institutions, as well as through open calls. The hub implements all the activities on education and training, entrepreneurship, knowledge transfer, policy and outreach, and coordinates a transversal research group on Societal Implication and Impact. Hub and spokes consist of Universities, Research Institutions as well as private and public operators. The proposed CN includes one cross spoke, Spoke 0 “Supercomputing Cloud Infrastructure”, and 10 thematic Spokes,.The CN has two main goals:
- to create a national computing infrastructure, Datalake-like, by grouping together the existing HighPerformance Computing (HPC), High Throughput Computing (HTC), Big Data and network infrastructures and new targeted resources procured by means of the CN funding, and by providing to the scientific and industrial communities a flexible and uniform Cloud interface to serve the full spectrum of applications, that span from HPC computing (needed by computational-intensive application, typically created by Fundamental Research and large/specialized Corporates) to general purpose cloud infrastructure (addressing computational needs of Science Applications, other Corporates and SMEs). This infrastructure should also allow the proper service level needed by each customer, in terms of cost, speed, accessibility, scalability and resiliency, particularly important for businesses with applications in production.
- to create around the infrastructure a globally attractive ecosystem which supports the academia and the industrial system and fosters the exploitation of computing resources and technologies with the goal of encouraging processes of sustainable economic growth and human development.
