Bando Giovani ricercatori - Linea Giovani ricercatori che hanno ricevuto il ‘Seal of Excellence’ MSCA (ITA)

Premesse
Il Decreto Ministeriale n.894 dell’11 Luglio 2022 del Ministero dell’Università e della Ricerca (MUR) ha definito le misure operative per le chiamate e le assunzioni per incentivare l'accoglimento, presso le università italiane, di 1.700 ricercatori vincitori di bandi ERC Starting Grants, MSCA e Seal of Excellence.
L’Avviso n.247/2022 del MUR stabilisce le modalità per la presentazione delle domande di finanziamento da parte dei ricercatori che hanno ottento un ‘Seal of Excellence’ su bandi Marie Skłodowska-Curie Individual Fellowships e Marie Skłodowska-Curie Postdoctoral Fellowships nell’ambito dei Programmi Quadro Horizon 2020 ed Horizon Europe.
Tale avviso stabilisce che le potenziali Host Institution ricevano le domande da parte di potenziali candidati in risposta all’ Avviso n.247/2022 e svolgano la valutazione di merito e di conformità delle domande ai fini della successiva presentazione delle stesse da parte dei candidati al MUR.
I progetti di ricerca finanziati dal MUR prevedono il reclutamento di giovani ricercatori con contratto da ricercatore a tempo determinato di tipo a (RTD-A), di cui alla legge 30 dicembre 2010, n. 240, ai sensi della legge 29 giugno 2022, n. 79. Il giovane ricercatore, qualora finanziato dal MUR, stipulerà un contratto con l’Università di Milano-Bicocca (Host Institution), presso la quale svolgerà le attività di ricerca.

Il Decreto del Ministero dell’Università e della ricerca prot. n. 367 del 7 ottobre 2022 ha rettificato i requisiti di ammissibilità e i termini dell’Avviso pubblico per la presentazione di proposte progettuali di giovani ricercatori del Ministero dell’università e della ricerca prot. n.247 del 19 agosto 2022, come di seguito evidenziato in grassetto.

Obiettivi di questo bando
Il presente bando è finalizzato a preselezionare i progetti di ricerca presentati da ricercatori che abbiano ottenuto il ‘Seal of Excellence’ su progetti presentati in risposta a bandi Marie Skłodowska-Curie Individual Fellowships e Marie Skłodowska-Curie Postdoctoral Fellowships nell’ambito dei Programmi Quadro Horizon 2020 ed Horizon Europe.
La preselezione è finalizzata alla successiva presentazione, da parte dei medesimi vincitori, delle domande di finanziamento a valere sull’Avviso pubblico n.247/2022 del MUR.

Il finanziamento
La dotazione finanziaria prevista dal MUR per questa linea è di 150 milioni di euro. Il finanziamento concedibile dal MUR per ciascun progetto è di 150.000 euro e copre il 100% delle spese totali ammissibili del bando. L’importo del finanziamento è da intendersi come forfettario (pagamento ‘lump sum’).

Chi può partecipare
Possono partecipare a questa selezione i ricercatori che abbiano ricevuto un ‘Seal of Excellence’ su progetti presentati in risposta ai bandi Marie Skłodowska-Curie Individual Fellowships e Marie Skłodowska-Curie Postdoctoral Fellowships nell’ambito dei Programmi Quadro Horizon 2020 ed Horizon Europe. La comunicazione dell’attribuzione del Seal of Excellence deve essere stata ricevuta nei 48 mesi precedenti la data del 23 Agosto 2022.

Durata
Le attività del progetto di ricerca devono essere realizzate entro un massimo di 24 mesi a partire dalla sottoscrizione dell’atto d’obbligo allegato al decreto di concessione del finanziamento da parte del MUR e in ogni caso entro il 20 Dicembre 2024.

Spese ammissibili
Il contributo erogato dal MUR ai fini dell’Avviso pubblico n.247/2022 è pari a 150.000 euro per ciascuna proposta progettuale ammessa. Il contributo corrisponde al 100% dei costi del progetto presentato dal soggetto proponente che abbia conseguito un ‘Seal of Excellence’ nell’ambito di Programmi quadro Horizon 2020 ed Horizon Europe. L’importo del finanziamento è da intendersi come forfettario (“lump sum”).

Domanda
La domanda di partecipazione a questo bando deve essere presentata compilando il form al link sottostante entro le ore 12.00 del 18 Ottobre 2022, allegando la seguente documentazione (in lingua inglese, ad eccezione del Documento di identità), disponibile al medesimo link:

il modulo relativo alla proposta di ricerca, complementare e consequenziale, ai sensi dell’Avviso pubblico n.247/2022 (Allegato 4C);
copia del documento di identità;
‘First submission’ del progetto che ha ricevuto il ‘Seal of Excellence’ MSCA;
Evaluation Summary Report relativo alla ‘First submission’;
‘Seal of Excellence’ attribuito alla ‘First submission’
Curriculum vitae del soggetto proponente;
Dichiarazione di assolvimento del principio DNSH (Allegato 2C);
Modulo di autovalutazione del rispetto dei requisiti etici (Allegato 3C).
Dichiarazione firmata dal candidato per la presentazione della domanda all’Università.

Valutazione della domanda
L’Università di Milano-Bicocca nomina, a chiusura della procedura di presentazione delle domande, una Commissione di valutazione composta da almeno tre membri, secondo criteri di competenza, trasparenza e rotazione, in ossequio ai principi di imparzialità, di speditezza e di assenza di conflitti di interesse, che effettua la valutazione di merito.
La valutazione di merito è svolta sulla base dei criteri di cui all’Avviso pubblico n.247/2022.

Perfezionamento della domanda
Ad esito della procedura di valutazione, il candidato presenta al MUR la domanda di partecipazione ai fini dell’ammissione al finanziamento. La domanda deve essere presentata in lingua inglese, a pena di esclusione ed irricevibilità, esclusivamente per via telematica, tramite la piattaforma https://www.gea.mur.gov.it, a partire dalle ore 12:00 del 5 settembre 2022 e tassativamente entro le ore 12:00 del 25 ottobre 2022.
Tale domanda deve essere presentata secondo quanto disposto all’art.23 dell’Avviso pubblico n.247/2022.

Public notice to support the research activities of young researchers - “MSCA Seal of Excellence” (ENG)

Foreword
The Ministerial Decree no. 894 of 11th July 2022 of the Ministry of University and Research (MUR) defined the operational measures for the direct call of the applicants and for the recruitment, in the Italian universities, of 1.700 young researchers who have won ERC Starting Grants, MSCA and Seal of Excellence.
The public notice n.247/2022 of the Ministry sets out the application mode for funding proposals by researchers who received the ‘Seal of Excellence’ on applications submitted to the calls Marie Skłodowska-Curie Individual Fellowships - MSCA-IF and Marie Skłodowska-Curie Postdoctoral Fellowships - MSCA-PF, as part of the Horizon 2020 and Horizon Europe Programs.
The public notice establishes that the potential Host Institutions receive the applications from potential applicants in response to the public notice n.247/2022 and carry out the evaluation (on the merit and compliance) of the applications for the purpose of the subsequent submission by the applicants to the MUR.
The research projects funded by the MUR foresee the recruitment of young researchers with fixed-term A type research contracts (RTD-A) foreseen by law n. 240/2010, pursuant to law no. 79/2022. The young researcher, if funded by the MUR, will sign a contract with the University of Milano-Bicocca (Host Institution), where she/he will carry out the research activities.

The decree of the Ministry of University and Research (MUR) n. 367 of 7 October 2022 amended the eligibility criteria and deadline of the public notice n.247/2022 of the Ministry, as highlighted below.

Objectives of this notice
This notice is aimed at pre-selecting the research projects presented by researchers who received a ‘Seal of Excellence’ under the calls Marie Skłodowska-Curie Individual Fellowships and Marie Skłodowska-Curie Postdoctoral Fellowships under the Horizon 2020 and Horizon Europe Framework Programs.
The pre-selection is aimed at the subsequent presentation of an application for funding under the public notice n. 247/2022 of the MUR by the pre-selected MSCA winners.

Funding
The financial allocation foreseen by the MUR for this line of funding is 150 million euros. The funding that granted by the MUR for each project is 150,000 euros and it covers 100% of the total eligible costs of the project.

Who can apply
The eligible applicants are researchers who received a ‘Seal of Excellence’ on proposal submitted to the calls Marie Skłodowska-Curie Individual Fellowships and Marie Skłodowska-Curie Postdoctoral Fellowships in the framework of the Horizon 2020 and Horizon Europe Framework Programs. In addition, by August 23, 2022 they need to have received the notification of the ‘Seal of Excellence’ since 48 months or less.

Duration
The activities of the research project must be carried out within 24 months starting from the signing of the mandatory deed attached to the decree granting the funding by the MUR and in any case by 20 December 2024.

Eligible expenses
The grant awarded by the MUR, according to Notice n.247/2022, is of 150,000 Euro per funded project. The contribution covers 100% of the costs of the project presented by the applicant holding a ‘Seal of Excellence’ under Horizon 2020 or Horizon Europe. The funding is ‘lump sum’.

How to apply
The application to this public notice must be submitted by filling out the form at the below link by 12.00 on 18 October 2022, uploading the following documentation (in English, except for the identity document) available at the same link:

the research proposal form (Annex 4C);
copy of the identity document;
'First submission' of the project funded by MSCA;
Evaluation Summary Report relating to the 'First submission';
‘Seal of Excellence’ received by the ‘First submission’;
Curriculum vitae of the applicant;
Declaration of compliance with the DNSH principle (Annex 2C);
Self-assessment form for compliance with the ethical requirements (Annex 3C).
Declaration signed by the applicant for submitting the application to the University.

Evaluation of the application
At the end of the submission procedure, the University of Milano-Bicocca appoints an Evaluation Commission composed of at least three members, according to criteria of competence, transparency and rotation, in compliance with the principles of impartiality, promptness and absence of conflicts of interest, which carries out the assessment on the merit of the proposal.
The merit assessment is carried out on the basis of the criteria set out in the public notice n. 247/2022.

Application submission to MUR
At the end of the evaluation procedure, the candidate submits the application for funding to the MUR. The application must be submitted in English, exclusively via the https://www.gea.mur.gov.it platform, starting from 12:00 on 5 September 2022 and strictly by 12:00 on 25 October 2022.
This application must be submitted in accordance with the provisions of Article 23 of public notice n. 247/2022. The Ministry carries out the formal assessment of all applications received, at the end of which it draws up an overall ranking, in accordance with the provisions of art. 25 of public notice n. 247/2022.
